Is it legal for a Board Member to go through private / confidential folders locked in file cabinets to access information for her personal vindictiveness - past and future - which most of the time she has no cause to access?![file-cabinet](http://www.condoassociation.com/hs-fs/hubfs/file-cabinet.png?width=124&name=file-cabinet.png)

I was told that as Board Member she has the right to go thru said files. Please advise.
