Board Nixes Floor Replacement, Yet They Let Termites Flourish


Question:

I just got married and wanted to fix up my bathrooms to make my unit ready for sale. Two days into the contractor's work, I received a cease and desist from the management company without any questions being asked. The only area I was repairing is the floors and turning them from vinyl to ceramic.

Reading through documents first tiles create the least sound radiation, second vinyl is actually worse than tile, third the size of these bathrooms are barely the size of a walk in closet, which I feel would hardly make a sound condition.

I feel the HOA has been unfair and abrupt since I have asked for 5 years for them to repair my balcony which has been damaged by termites. Now in the CC&Rs there is mention to gain board approval for structural change, the only place that mentions approval for flooring is in an architectural change application, in which it mentioned you must seek approval for change to flooring that will make the sound radiation more... not less as the materials would do.

I'm confused why an HOA board would make such extreme actions on my small project to beautify my unit, but not take action to fix my balcony which has been damaged from termites for more than 5 years.
