Notifying Owners of Board Officers

What is the expected timeframe between the Board electing its officers and notifying the owners of those new positions? Some board members are saying it is not their responsibility to make these announcements and that it falls to the property management company. Do owners really have to wait until the next board meeting to find out who the officers are?
