Broken Left Shoulder, No Right Side Railings


Question:

I fell and broke my left shoulder, I cannot put any weight on it. I live on the 3rd floor of a condo I own, but the railings are only on the left side going down.

Therefore, I cannot leave my apartment without private transport, which is expensive. I only use them when I have to go to the doctor. Are there supposed to be railings on both sides of the staircase, by law?
