We have an owner who has a truck in one of the common areas that hasn't run since 1997. The previous HOA president was a little more relaxed than I am and the truck owner got away with it for years. It's in an enclosed parking lot, but in plain view of many residents. We have a clause in the bylaws that states all vehicles on the property my be registered and operable. Unfortunately, we don't have a set fine or penalty for breaking that rule. Any suggestions?
