CA HOA not responding to leaking ceiling report

My elderly mother owns a townhouse and there is a HOA to which she pays dues.

The HOA replaced everyone's balcony three years ago. The original balcony consisted of redwood. A composite was used instead of redwood.

The ceiling leaks when it rains. The ceiling was repaired and we had little rain for the past two years. We're experiencing a lot of rain now, and the ceiling is leaking.

My mother called the HOA two days ago and they have not called her back. Does she have any recourse? Thank you.
