Can all owners be assessed for cable tv and security if not getting equal benefit?

Question:

Cable TV and Security system for individual homeowners. Can HOA mandate that the charges for Cable TV and Security be charged against all members through monthly assessments charges- regardless of whether the individual owner benefits from Cable TV and/or Security System available; this may be due to seasonal residency etc. No mentioning of this in covenant or by-laws. The building complex is fully completed and construction company is "out".
