Can an HOA Shift Maintenance Costs to Homeowners Lower Monthly Fees?

Our Villa HOA’s monthly fee has doubled in two years. Could maintenance items like gutter cleaning, house painting, and roof washing be shifted to individual homeowners to help lower costs? 

The board says this isn’t allowed. Is that correct? What alternative ways could we keep assessment costs low?
