Can an LLC with some units be counted as only one vote?

Question:

This question is submitted by Holly G. out of Idaho

We live in a small HOA of 29 newly built units. One rental LLC owns 5 units. Can we count the one LLC as only one vote? We fear that the few commercial owners will overwhelm the resident owners with any voting. When establishing a quorum does the LLC also get to represent 5 shares/owners?
