Can board "round up" assessment amount?


Question:

The board assessed owners 3% and then sent coupon booklet rounding amount up to nearest dollar. No announcement of this practice was made to owners. Even though the amount is small, can the board do this? Do owners have to agree? Would permission to do this amount to allowing them to create surcharges for larger amounts? After all, a customer would object if Walmart rounded up a monthly bill.
