Can condo association force me to buy new skylights?

Question:

I just moved into a condo in Goffstown, NH.  Our roof has been leaking for several years.  It is our time to shingle our roof again and the HOA said I have to pay for new skylights or they will plywood over them, is this legal?  The known roof leak is not near the skylight but has compromised the area around the skylight.
