Can condo board discriminate against women?

Question:

If a person owns a condo unit but lives in another state can he serve on the Board of Directors for our Condo Association?Also if the Board rejects 3 qualified people willing to fill empty Board seats can they be rejected by the 3 members without providing a reason. The 3 were females and the rejectors are male. (discrimination case?)  Asheville, NC.
