Can a Condo Board Transfer Reserve Funds Back to the Operating Account?

This question was submitted by Gordon of Florida.  

Several years ago, a Florida condo board transferred excess operating funds (cash) into the reserve fund without a membership vote. In 2025, the operating budget underestimated expected expenses. The reserve fund is now overfunded due to an unused contingency established for a roofing project.  

Can we transfer back the same amount previously moved to the reserve fund into the operating fund, provided the reserve fund remains fully funded?
