Can condo manager buy up all the units in the association?


Question:

Our condo manager is buying up properties in our complex (6 so far) my question is (1) Does this constitute a conflict of interest as he obviously gets information of sales before anyone else and are there regulations to prevent him doing this. (2) As the manager and owner of 6 properties so far can he use those 6 votes when voting for board membership elections which again could give him an unfair advantage when electing board members
