Can condo owner residing part-time get a break on their fees?

Question:

Our condo fee includes cost of water usage and cable TV for all the owners. If an owner doesn't reside on the property 3/4 time of the year can the owner request to change the condo fees for this property? The property is locked, no renters considered. The bylaws do not have any disclosures of this sort.
