Can developer give  HOA unfinished lots?

Question:

We are a small HOA 12 units total and 5 unit lots that could be built on. Developer wants to give us tax free the 5 unit lots and get out of it. Question is what, as a NPF HOA will this do to us if anything?  Illinois
