Can Florida condo buildings opt-out or wait on ELSS requirements?

Question:

Our association wants to move forward and install the ELSS Engineered Life Safety System. They have hired an engineer to do the report. Our new management company is pushing for this to be done. We are many residents who would like the association to do a wait and see approach. Politicians and condo activists are fighting for condos to be allowed to opt out, and for the dead line 01/2024 to be overturned once more. . We have many senior citizens on fixed income and other residents who can not afford this added expense. With all the fire detectors and cameras we feel it is unnecessary, and the ELSS is only about money. Can our association wait or should it move forward with the project?  Hallandale Beach, Florida.
