Can future board members use HOA funds for legal advise?

Question:

We had a corrupt board President & Treasurer and were able to flip the board in July. We engaged the assistance of a lawyer prior to election. Now that we are on the board, can we use homeowner funds to pay for legal advise prior to getting elected?  Vermont
