Can GA property manager control proxy voting procedures?

Are there any rules governing proxy voting at meetings (I am in Georgia)?

I have checked our bylaws and do not see anything related. Our annual meeting voting goes through our property manager (this also does not seem to be on the up and up), and they state they must have all proxies the day before, and no proxies will be accepted the day of the meeting, so those with proxies have been turned away.

The president claims to know nothing about this. We suspect it's order to rig voting their way to continue their corrupt ways. Can anything be done about this?
