Can HOA board charge non-owners lake access via our common property?

Question:

Can the board of directors offer use of the common property to non-owners for a fee? We are a lakefront condo association and the board wants to raise money by allowing non-owners access to the beach for a fee. I oppose such a plan but they say they have the power over the common element property. I contend they are overreaching. The docs say they have the power to maintain, repair, replace and operate the common elements.  Wisconsin.
