Can HOA board publish list of delinquent owners?

From the president of the association before the annual meeting: "For the sake of transparency, we are planning to email all owners (that we have email addresses for) the following information monthly:
i. Late/Non-payment of dues. If someone misses a payment, it will be known by all".

I believe this is generally a violation of privacy to do this . The question is can they do this without legal problems, publishing peoples names in arrears??
