Can HOA deny my right to solar panels on roof?


Question:

I own a townhouse with full ownership of the roof over my side of town house. HOA has declined my application to install solar panels on my side of the roof, saying roof is shared with neighbor. I know by Florida statute 163.04 HOA can't deny me. I don't think plain appeal will change the decision. How should I proceed?
