Can HOA director change the size of individual property lots?

Should a Board Director at a Condominium Association be taking it upon himself to work site plan to appease prospective property owners as to the size of their lot? And at the detriment of owners who have lived next door for over 20 years? This man also plays with the scale of the map. He did the work even though he said he was hiring a WI licensed surveyor to do the work. The Director directed the work, not the Surveyor.
