Can HOA fix porch then bill unit owner?

Question:

One of our 12 units is rented out and the renter backed into one of the porch posts and knocked it loose. We say it is the unit owner's problem to pay to fix it, not the HOA. Are we correct in out thinking and do you think we can get it fixed and send the bill to unit owner to pay? Ill.
