Can HOA restrict units purchased by single owner?

Question:

Can the HOA limit the number of units owned by a single buyer? Can the board limit the number of units owned or rented under 18yrs. Or under 55yrs.of age in a 55 or older community that is deemed to be 80-20 community?  Florida.
