Can incumbent board members be barred from re-election?

Question:

I’m a board member of a condominium and the annual election is coming up. We have 3 positions where 2 of the people have reached their term limit (2 years) set by the board and the third person running for reelection was appointed back in April 2021.

My question is with 3 positions available and currently there are only 2 people that have entered their names to run, can the two current board members be told they can’t run?

And then have the third position get appointed by the new board members.

What’s not clear is if the 2 out-going board members are allowed to run because there aren’t enough people to fill all 3 positions.
