Can new condo owner get assessed for old damages


Question:

We bought a condo in Fort Myers, Florida last July. Last week we received a special assessment for $900 for damages to the complex. We weren't even living there when hurricane Irma hit. The previous owners had the Special Assessment insurance on the unit , but they won't submit the bill to there insurance company. Do I have any alternatives to this situation. There was no damage to this particular condo, it was the Special assessments for various tree removals and roof repairs. 102 units
