Can our condo association profit from providing wireless internet access?

We live in a 48 unit condo building in Brooklyn New York and are changing our internet service out.  Can the condo association make a profit from its owners by providing wireless internet?  Also we are in a high density neighborhood.  Can we charge neighbors and passer-by's for hotspot access?  I do not see anything about it in the bylaws.
