Can rental application be changed without a vote?

Question:

Do addendums to Rules and Regulations need to be voted on by owners and are they supposed to be recorded? Now a Rental Application Rules/Regulations saying if tenant is married but have different last names must submit copy of marriage certification. Miami Beach
