Can rental units be declared an illegal business?


Question:

I am in a condo association with nine free-standing homes. We are trying to eliminate rentals less than six months, but four of the nine owners oppose it since they rent their homes almost all year and they believe resale value will fall if we limit rentals for future owners. Can we declare their rentals a business, thus violating the residential use only by-law, and, therefore make the change at the Board level without a majority of the owners approval?
