Can the Board special assess for mailboxes twice in a row?

My condo association special assessed residents for new mailboxes in April. The board members used the money for something else and did not install new mailboxes. Now in July they want to special assess residents again for mailboxes, even though residents already paid for them. Is it legal to re-assess us again?
