Can we break up larger condo association?

Question:

We are part of large association made up of 214 condos on four buildings.  One building has more maintenance needs than our building but we are paying for it all the time through assessments and higher fees.  Its not fair we are incurring these costs.  Can we break up into independent condo associations per our buildings?
