Can we enforce an owner occupied only condo building?

Question:

Can one owner of a 6 unit Condo Association rent out its condo? Located in Bismarck. Can it be an "OWNER ONLY OCCUPIED ASSOCIATION" in the Bylaws?  North Dakota
