Can we enforce masks in common areas?

Question:

How can we enforce masks in common areas for our condo building.  About 25% of residents do not wear masks.  We have sent out emails suggesting masks are worn to no avail.  What are rules for elevators?  Can we fine residents for not complying with masks?  New Jersey
