Can we limit weight of pets allowed in condos?

Question:

Our Ohio condominium association limits owners to 2 domestic pets not to exceed a weight limit of 40 pounds each. An owner now states they qualify for an emotional support animal, but they want an animal in excess of 40 pounds. Can we legally hold them to the size requirement other owners have to satisfy?
