Can we neglect hoarder living in our building?

Question:

We have tried to help a hoarder in our condo building who has been there for over 30 years.  Her place is a mess and you can smell it in the hallway.  Not only is it a nuisance to us, but I am concerned about her health.  Any suggestions how to deal with this?  Is it a social services issue?  What if we do nothing?
