Can we require condo owners to stay local?

Question:

I am wondering if a Condo Association can with the proper vote make it required for all owners who rent their condo to have to live within our State or within a certain distance. Just this weekend one of my neighbors had a leak from the apartment above. The owner lives on the West Coast. We are on the East Coast. Now as it happened, he was here because he is having the apartment redone in preparation for sale, but it could easily have occurred when he was on the other side of the country. Is a rule like that possible?
