Can we trust our full service property manager?

If a property manager is handling both operations and financing for your HOA, can they be trusted?  Our property manager, besides using other vendors, does work on our property themselves and then pays themselves too.  Seems conflicting.  Do other HOAs and condo associations trusts full service property managers or do they separate finance from operations?
