Cape Cod condo now declared "transient" by the town

Question:

Our condo was a motel changed into a condo. The building was built in 1964. The developer did not pull a permit and the town (so we were told) that they were unaware of it.

Now the town is calling us a transient condo - seasonal only - until the following items are completed: stove top placed in studio units, one set of stairs, and a sprinkler system for all the buildings. The cost could range from 90,000-$250,000.

My question is that can't we waiver this, since it's an existing building?
