Clearwater, FL firm mismanages HOA funds without financial records.

Question:

What are the rules & regulations governing the conduct of a management company? My HOA did not have an agreement with XXX Management Co. in Clearwater and they mis-managed the association's funds and did not keep accurate records. I got a Notice of Lien for money owed to the association by the previous owner. I know I need to review my title / closing documents. What is the statute of limitations on collection of fees?
