Condo association in neglect needs help

Question:

Our board members holding office over 10 years have miserably disregarded bylaws. Taxes haven't been paid since 2000, we're not even a legal association. Money was stolen by a "renter" who posed as an owner. I am the only owner wanting to make things right. NO ONE will pursue any kind of legal assistance, etc. If I sue, can I claim damages and what are they? Or do I find legal help for myself.
