Condo association proclaims no money. Board withholds financials.


Question:

I am on a condo board in Staten Island, N.Y. The HOA financials have not been provided to the board by management or the president and the board is told by both of them there is no money when we ask for repairs or maintenance to common areas, I.e. clubhouse, tennis courts, pool, gym, which is falling into disrepair. Is withholding these financials against the law?
