Florida condo associations and bulk rate cable TV laws

Question:

Florida law requires bulk rate cable TV service to be billed equally for all condo association units. Our condo association did not. One owner is asking for a refund for overpayment of cable services. Can condo or HOA board refund to only one unit? Is this legal?
