Condo board makes parking space exception for one owner only

Question:

We have both one and two garage condos. A disabled married man bought a one garage unit knowing that they have two vehicles and that parking outside their garage is not allowed. For the first few years the wife parked off the condo property and the husband parked in the garage. He is now allowing his wife to park in the garage and he is parking in a guest parking space, against association written rules.   However, the new Board has given him permission to do this. Many other residents who park second vehicles outside the complex are angry. It seems to us (a group of the upset residents) that the board is apply the ADA for the benefit of his wife, not him the disabled resident. What do you think and can we do anything about it.
