Condo board member fires manager and hires herself

Is it an abuse of power when a person on the board was elected as president, the board fires the manager who is not proactive in getting things done, now the person elected as president has stepped down and got herself hired as manager and the board has okayed to pay her $9000 per month. She is either an owner or on a trust of her mother who owns the condo. She has created a company to make it look like she is not getting paid. Myself and other owners feel that this is not the right and ethical thing that she and the board has done. Honolulu HI
