Condo board refuses pet policy

Question:

Our condo board refuses to pass a pet policy. One tenant's dogs (very large, formidable dogs) have jumped and severely scratched two elderly women. We are now dealing with the police (who refuse to do anything) and the board (who all say they do not want to bother having to enforce a pet policy). Any ideas?
