Is a Condo Board Responsible for Elderly Residents Living Alone?

We have a few elderly residents living alone in our multi-story condo building. One recently fell into a common area, and others are showing early signs of dementia. What is expected of the association board in this case? Is the board responsible for their well-being? Is there board liability if the family is absent?
