Condo law and unpaid debt

Can you please point out where on 718 Condo Law does it say that in order for an unpaid condo debt, such as monthly maintenance of $1,000.00, that it must first be approved at a properly called BOD meeting before the $1,000.00 can be placed on the estoppel letter for collection when the unit is sold?
