Neighbor across the hall takes items without permission which are in a cart in front of my condo door. Have asked her to stop. Police say this is a civil matter. Have no pictures, but she admits it and says she thought she was doing a good deed. HOA is aware of this person's behaviors. What should I do next? Install camera? Get community policeman to talk to her?
