Conflict as condo board member and paid property manager

Question:

I live and own a unit in an association of 191 units in MN. Is it in unethical for a sitting Board member to be a property manager and own units? Owners also can rent their units out. There is a sign at the entrance that directs potential renters to the office. When the property manager is in he could fill up his units first and if he doesn’t have any he would pass it down to his cronies on the board, creating a monopoly. My neighbor was trying to rent their place out and lost 2 different couples because of this. I just feel he has too much power. I’ve requested some minor things from him and he’s turned all of them down.
